I'm looking for some shims made for the vw up any one got any ideas were I could find and purchase these ?

eBay. You won't get shims for the front though.
Just search for Eibach shims, they're all the same, you just cut them to suit.

You can't shim a strut based suspension, camber is controlled via the top mount.
