It's not important really your really better off finding a rolling road finding out where you are and then aiming for the best compromise of torque and power, calling it stages is unhelpful and used to sell a package that means nothing. The more peak power you push for the further up the rev range it's delivered,
It could well be that stage 3 requires bigger injectors, maybe even stronger rods and pocket pistons.
