Not sure about Up!s, but quite a few other cars do get problems with the 'clock spring' as it sometimes called, inside the steering wheel assembly, which often takes the form of a large potentiometer to measure steering wheel position. They can wear out/get dirty over time. May not apply here though.....
What are the actual OBD codes you are seeing?
